State Propositions

Prop 1: Abortion constitutional amendment – NO

I know that this makes little difference to our laws, as abortion is framed as reproductive rights elsewhere and protected, but we need to protect the lives of the unborn, and not make it part of our highest law in the state.

Furthermore, this is a very simple and undefined abortion right—with no limitations except what exists in other laws, but the other laws can be redefined in light of this consitutional right—and recently have been amended to include perinatal (around birth) abortions. Note, this is not just PRE natal (before birth), but PERI natal, including after birth. They will be allowed to deliver a healthy baby, and decide afterwards to kill it because it is unwanted. This is downright EVIL.

Prop 26: Broadens Tribal gambling rights – NO

While most of this proposition is about what kinds of gambling can be allowed (which I’m not in favor of, but also one of the few profitable industries that most tribes engage in) there is a phrase in article 18 that says: “Any person or entity that becomes aware of any person engaging in any conduct made unlawful by Chapter 10...may file a civil action...” This broadens the definition of who can enforce the law by lawsuit, making it easy to create “enforcers” of this law that are not with the Attourney General’s office.

Prop 27: Broadens online gambling – NO

Sorry, but gambling by phone opens up a whole new dimension to what parents will have to patrol. Also, this takes out a $30 Million dollar loan to start a new government division, and then raises taxes to repay the loan. Do we need more government?

Prop 28: $1,000,000,000 per year for arts in schools (Earmark) – No.

This takes money out of the budget for all the rest of the classes in schools to put towards Arts. While I am all for art, the fundamentals need to stay covered.

Prop 29: Dialysis restrictions – Still NO Prop 30: Tax the rich! Cleaner Air! – NO Prop 31: Flavored Tobacco prohibition – NO

There’s some weird loopholes for Hookah and Cigar lounges, but overall this is a bill making it illegal to have flavored tobacco products because kids might like them, when it is already illegal to sell to minors. Government does not need to be more involved in the business of what parents should be teaching their kids.

Measure A: Tax Cannabis – NO

City of San Diego

County Proposition City Propositions

Measure B: Garbage Bill – NO.
This claims to increase coverage without raising prices, but long ago the city put the cost of this

service into property taxes. This would essentially charge all residents twice for the same service. Measure C: Special height exemption for development area by Sports Arena – No
Measure D: PLA use expansion – NO

Measure H: Park Childcare – NO
This would set an uneasy precedent to occupy designated park public areas with other,

permanent uses. There are many other areas that can be designated for child care, but leave the parks unencumbered!

Measure U: School Bonds for maintenance – NO
I think I have said this for a few of these newer school bonds. It doesn’t make sense to borrow

twice as much money, paying it back over 30 years, to do repairs that we already pay taxes to fix. The school district must manage it’s money better, and not pretend this isn’t raising tax rates and city debt for the next 30 years.

City of Carlsbad

Measure J: Pool Renovation funds – No

City of Chula Vista

Measure K: Charter cleanup – Yes
This cleans up a lot of language in the charter for the city. I read that Carl DeMaio said they were

removing the citizen requirement for city council, but after reading through all the struck-through language, it never was spelled out—maybe it should be. There is a resident and registered voter requirement, but no US Citizen requirement. If you live in Chula Vista, bring this up to the City Council!!

City of El Cajon

Measure P: 0.5% to 1% Tax increase – Yes
The city has been very strategic in their spending and has actually increased the number of police

and fire personnel they hired over the last few years. While there is a reserve in place, this tax increase allows the city to continue to do the best for it’s citizens without running dry. Costs for everyone are up. My only complaint about this is that it will need repealed, there is no sunset date in place.

City of Encinitas

Measure L: Tax Cannibas – NO

City of Escondido

Measure E: Tax increase of 0.75% – NO

Measure F: Term Limits – NO
These term limit bills often are aimed at dislodging a politician who has been in office for a

while. However, these are usually starting with the next term elected, which means it only keeps new people from enjoying as long a tenure as those currently in office. It is much better to allow the voters to determine who should stay and who should go.

Measure G: Reduce pay rate of treasurer – Yes
This will cut the pay rate from $150K to about $50K. It also allows for the council to fill a

vacancy by either appointment or special election.

City of Imperial Beach

Measure R: Tax the guests – NO
The city needs to control it’s budget by regular means, not cause the cost of tourism in their city

to go up, and count on that for income.

City of National City

Measure M: Appoint City Clerk? – NO
While this may save on election costs, this also becomes an issue if the council is corrupt,

allowing them more control of the election process.

Measure N: Appoint City Treasurer? – NO
This is a clearer case of the importance of the public accountability to elect a treasurer. If the

council appoints the treasurer, their job will be tied to whether they please the council, rather than the taxpayers whose money goes through their hands.

City of Solana Beach

Measure S: Tax increase – NO
Another tax increase to cover essential services. Why is current revenue not enough? Where is

the money going? By the way, in order to bring about an end date to this tax, the voters have to bring it to ballot and pass the decrease.

Lemon Grove School District

Measure Q: School Bonds – NO
This is a tax increase for 30 years to cover technology that will be outdated in 10, among other

things. That’s not what bonds are for—and even if they decided to use some funds to build actual buildings, this is a long-term burden, costing twice over what it would take to build.

Lower Sweetwater Fire Protection District

Measure T: Add two more seats to the board – YES
When the work gets too heavy, get more people to share the load. 3 to 5 isn’t bad!
